
Firstly, the candidate will be familiarized with the test. There are two options: The candidate may access information regarding the test and a sample test to prepare himself /herself prior to taking the actual test. On the web page www.air-pannonia.hr under ICAO ENGLISH TEST potential test-takers can find sample tests with aswer keys and fill REGISTRATION FORM from the mentioned web page and herewith submit a request for assessment. Another possibility is to come to Pannonia pilot school proficiency language testing centre directly where the candidate can fill in the REGISTRATION AND ASSESSMENT RESULT FORM after the following procedure: Test Administrator will show the layout of the test through examples on computers in the Student rest room to the candidate. After taking the sample test the candidate will be offered to listen to his speech recorded during the sample test. If the candidate decides to take the test, Test Administrator will inform him about the rules and give him instructions for the test. When the candidate has completed the Registration and Assessment Result form, Test Administrator will prepare and check the computer and select a test. Before selecting the test he will check in FILES, ARCHIVE, and PASSED EXAMS FILE whether this candidate had already taken any test in Pannonia pilot school proficiency language testing centre.
Prior to the commencement of the test the invigilator will make a photo of the candidate.
Before the beginning of the test the test-taker will be informed about the structure of the test by the test administrator, i.e. that the test consists of the first part in which the candidate should provide some basic information about him/herself concerning his/her name, nationality and operational experience and is not being assessed and the second part being evaluated. Thereafter, the Test Administrator will start the test and Invigilator will start the recording software. Both, the Test Administrator and Invigilator will be present in the Testing Room during the test.
The test is taken under direct supervision of the Invigilator and Test Administrator and involves the candidate interfacing a computer programme, and answering the questions orally where required and includes usage of a mouse, headset, pencil and sheet of paper during the test which takes approximately 45 minutes. During this process a recording of all test-taker’s verbal responces is being produced and stored on the Hard disk of the test computer containing. Being acquainted with the content/structure of the test the test administrator can offer technical help to the test-taker. After the first part of the test that is performed on a computer, an assessor conducts a face-to-face interview with the test-taker and continues the recording. Interview is carried out within 10-15 minutes and includes usage of two pictures.
When the test-taker has completed the test, the Test Administrator will inform him about the date he can expect to receive results and the deadline for filing a complaint.
Thereafter the Test Administrator will send the audio recorded exam and the Applicant Language Proficiency Report with the test-taker’s registration code and test number to the e-mail address of assessors and receive the mentioned form filled in and sent back by assessors.
In case of divergent scores, Test Administrator will send the above mentioned material to the e-mail address of the third assessor for assessment.
In case of same scores, Test Administrator will fill in the Assessment Results section of the APPLICANT REGISTRATION AND ASSESSMENT RESULT form and put the mentioned form in the candidate’s folder.
If candidate has a passing score (level 4 or above), Test Administrator issues the Certificate for the candidate and sends a copy to CCAA. If a test-taker decides to break off the test during the testing process, or disobeys the Instructions for Test-takers on the Test administrator will stop the test immediately. Such performance will be considered as failure which will be recorded in the Failure files together with the Applicant Registration and Assessment Result form and the test-taker’s audio recorded exam.
Each candidate is registered at the Testing Centre where he/she will take the test. The registration data are subsequently submitted to the Test Administrator nominated by PANNONIA PILOT SCHOOL.
Each candidate must be acquainted with the LANGUAGE PROFICIENCY RE-EVALUATION. The recommended Language Proficiency re-evaluation intervals referred to in Appendix 1 to JAR-FCL 1.010 paragraph 3 should not exceed:
a) 3 years if the Language Proficiency level demonstrated is Operational Level (level 4) of the ICAO Language Proficiency Rating; or
b) 6 years if the Language Proficiency level demonstrated is Extended Level (level 5) of the ICAO Language Proficiency Rating.
c) If the Expert Level 6 is issued, there will not be any potentional re-vaulation of that kind of ICAO Language Proficiency Rating
PANNONIA PILOT SCHOOL provides service to its clients and associates to qualify Language Proficiency pass grade for Aviation English Competency. In particular to confirm that the candidate qualifies at the level of ICAO level 4 or above which is the minimum standard to operate aircrafts on international routes.
TEST TAKER CHECK LIST
This is a language proficiency test for aviation English. It consists of several parts and once it is started it goes on continuously. In the first part you will be tested on a computer and in the second part you will be interviewed face-to-face by an assessor.
The first part of the test is carried out on a computer using headphones, microphone and mouse.
You will be given an opportunity to try the test before taking the real test.
Prior to the beginning of the test you will fill in the Applicant Registration and Assessment Form.
Once you are ready to take the test, invigilator will set the computer and the programme. The Test Administrator will start the test and once the programme is started, three icons will appear on the screen: Listen, Take notes and Speak.
When the Listen icon illuminates you should hear voice over headphones.
When the Take notes icon illuminates, the test programme advises you to take notes on things you will be asked to repeat afterwards.
When the Speak icon illuminates, you should answer the question or read back a transmission, but only after the time counter in the top right hand corner has started counting the remaining time.
After each part of the test Test Administrator will start the next part.
When you finish with the computer-based testing, you will be interviewed by an assessor and your performance will be recorded for later assessment. The interview will be conducted face-to-face and will last approximately 10-15 minutes. During this interview you will be asked to perform language tasks based on a set of elicitation prompts. There are three sections of this interview. In the first section you will be asked by the assessor to answer some personal questions concerning your education, job, preferences, motivation etc.
In the second section you will be asked to answer some questions and talk about work-related topics, especially concerning non-routine situations such as emergency situations, bad weather conditions, safety issues, etc.
Finally, in the third section you will be given one picture showing ususal/normal situation and one picture showing emergency or safety situations and will be asked to answer one question for each picture. Bear in mind that it is very important not hesitate to much when responding to questions as silence could be misinterpreted as lack of comprehension or ability to express yourself fluently in English.
The Student Room in the facility is waiting room, a room for taking the sample test, as well as for reading instructions about the test procedure.
Room for conducting the test is the Exam Room. It is forbidden to take food, drink, electrical devices, own pencils and paper, communication devices, own headphones or any other things that might disturb test performance of other candidates or attempt to misuse the test, into the Exam Room.
Before you take the test try to be relaxed and try to be undisturbed by any other issues!
Each applicant will be informed about appeal process before the test begins. The candidates may access information regarding the appeal process to prepare themselves prior to taking the actual test. On the web page www.air-pannonia.hr under ICAO ENGLISH TEST candidates can have insight into the complete appeal process. Before taking the test each candidate will be asked whether he/she is familiar with appeal process procedure. Possible option for the candidate is to read the appeal procedure from the check list in the waiting room before taking the real test.
Any candidate is entitled to an appeal process. Each candidate may send an appeal by e-mail to the official mail address info@air-pannonia.hr within maximum 14 days from the test date. In case of a dispute or appeal being made within 14 days of completing the test, PANNONIA PILOT SCHOOL (Air Tractor Ltd) has an internal appeal system whereby the assessment is re-assessed by a third assessor who is not told about the appeal and assesses the records as if being assessed for the first time. If the third assessor confirms the grade issued by the first two assessors, then the decision will be upheld to issue the original grade awarded by the first two assessors. However, if the third assessor disagrees with the result of the first assessment, the third assessor’s decision will be the final and deciding result. In the case when the candidate has obtained a level below the Operational Level 4 or his appeal confirms level below 4, he can take the test again after period of 2 months.
Such candidates will be advice, as presentation of good will, by Pannonia pilot school proficiency language testing staff. In that case Pannonia pilot school proficiency language testing centre will try to find training for them in some other organization. As additional help Pannonia pilot school proficiency language testing centre staff will try to explain to the candidate which parts of his test were critical and why he was not assigned the Operational Level 4.
Candidates who claim that they were "having a bad day" or "were nervous" should not be allowed an appeal, since they will need to communicate in operational situations where they will be having a bad day or feeling nervous. However, a candidate who has suffered a family tragedy in the days prior to the test or
who was ill on the day of the test should at least be considered for an appeal.
Candidates will be informed about the result of appeal process via e-mail.

Test records
All proficiency tests of speaking ability involving interaction between test-taker and invigilator during the test will be recorded on audio or video media. Because aviation language testing is high stakes, it is critical that test organizations maintain either video or audio recordings of all speaking tests.
Test recordings provide a safeguard against charges of subjective judgements
and unfairness. Recordings allow a:
a) Review or re-assessment by different assessor in case of uncertainty or an appeal; and
b) Confirmation of assessments in case of appeals by test-takers or their employers. Each candidate will have separate folder in the archive folder (name, extension of country, number of candidate, (for example, PETAR MATIC HR-0001’), on the laptop used by the test-taker for testing. After the test is over, test administrator will copy all the files on the external hard drive. On the test administrator computer all the files will be burn on a dvd and stored in fire-heat-resisting vault on the location Jablanova 21street with postal code 31000 in the city Osijek.
The following documents will be put into the candidate’s folder:
- scanned Applicant Registration and Assessment Form
- scanned Applicant Language Proficiency Report
- the audio recorded exam
- digital portrait picture of the applicant
- Appeal process (if applicable)
- Copy of certificate(if the test taker pass the test above level 3)
The hard copy of this file must be stored in appropriate way. Locked storage cabinet outside the test room is available to store any data re¬lated to applicants and their results that is accessible to authorized personnel only.. The mentioned cabinet is locked and secured of any potential malversation.
Responsibility of the test administrator is to keep this cabinet locked and secured of any potential malversation. On test-takers demand test administrator can briefly explain and show record-keeping processes to him so that the test-taker can be sure that record keeping is adequate.

The mentioned records will be maintained at least through the validity period of the licence's language proficiency requirement endorsement.
Security measures
Data protection and data security measures are enforced by Air Tractor Ltd. and Testing Centre at all times.
PANNONIA PILOT SCHOOL will keep records in a locked and secured storage cabinet at all times, outside the test room and will be available to store any data re-lated to applicants and their results, the storage will be accessible only to authorised personnel. Authorised personnel is test administrator.A confidentiality policy of test results is a key measure that is used to manage the impact of aviation language testing on the career of pilots and the safety of passengers.
Security policy
In the company all tests-takers’ data is located in the safe and secured storage cabinet. Only the test administrator has the key of the storage cabinet. The storage cabinet with hard copy is only accessible to test administrator. In the case of storage cabinet the PANNONIA PILOT SCHOOL will arrange the day and night monitoring and supervising of the facility by airport security personnel. Additionally PANNONIA PILOT SCHOOL installed a camera that monitors all entries inside of the room with records.The mentioned camera has a disk that sends all records to a secured server via internet.In case of potential alienation of data, PANNONIA PILOT SCHOOL can easily give all camera records as evidence. After the test has finished, test administrator will copy all the files on the external hard drive.With this action all the files will be automatically locked on external hard drive.External hard has special protection so that any file or folder can work on the laptop used by a test-taker for testing and on Test Administrator’s laptop as external files readable only from the external hard drive. In case of potential copying of the file to any of the computers, the system is designed to crash the Windows software automatically.When test administrator decides to burn data on DVD, he must burn the data directly from the external hard drive and not copy on the computer disk.In case that a test-taker tries to copy the test or software to memory disk (flash), the system will automatically crash the Windows software on the test-takers computer. For that reason there is back-up software for reboot to turn back test to previous condition. Also there are some other necessary security measures to prevent cheating during test administration:
a) no communication between test-takers;
b) no communication between test-takers and people elsewhere during the test (for example, by use of a mobile telephone);
c) no impersonation of others; and
d) no use of false identities.
Test administrator must put all burnt DVDs in storage in fire-heat-resisting vault on the location Jablanova 21street with postal code 31000 in the city Osijek. The mentioned vault can hold fire for 2 hours and the heat-resistance when exposed to maximum temperature is 35 minutes.
After a candidate has applied for the test successfully, it is possible to change the date of the test in case there are some free terms, but by no later than 3 days prior to the original date of testing. Missed arrival to the test will be charged as if the candidate had taken the test.
All candidates who have applied for the test, but had not taken it on appointed date, will receive an invoice for the test on their address. In case a candidate does not pay the test fee in payment due, he will be charged interests on arrears according to the valid laws in Republic of Croatia.
